What is the normal Shopify Payment review delay?

My shopify payment account has been under review for 12 days now, no documents or information have been requested from me. I have contacted Shopify support they cannot help me , they keep on saying that my account is under under review and they will contact me by email if they need anything but its been almost 2 weeks. I cannot keep on fulfilling orders and operating my business without payouts. What is the ''normal'' review delay? is 12 days normal and acceptable? is there a way to escalate this ?
