I am planning to create a website on Shopify but the problem is my business is in France, which Shopify payment service is not valid. In this case, I need to add a third-party gateway which requires a transaction fee in addition to Shopify on-air transaction fee (%2) (bad for me). Can I enable Shopify payments even if the country is not on the list? If not, are you planning to support France in the near future?

I'm afraid that Shopify Payments isn't currently available for merchants in France to use - but I am happy to reach out to our development team to deliver this feedback to them. We are always looking for ways to improve the Shopify experience for future merchants.
What I would recommend doing is looking into our full payment gateway list for France, here, to see which payment gateways are available to you. There are quite a lot of payment gateways to choose from, but if you're specifically looking for credit card processing then I would suggest looking into the gateways; Stripe, 2checkout, and Mollie. There are more in the payment gateway list that you can do some research on, I'll be sure to list the available payment gateways for France below:
When you've found a payment gateway that will work for your business plan, then you can head into your Shopify Admin to add the payment gateway to your storefront. This guide will help walk you through each of the steps you need to take to add in your payment gateway of choice.
