Create system to upload shipping rates via CSV

Looking for a developer who can create a module or plug in so we can upload shipping rates by CSV. We have a complicated shipping matrix and adding it manually takes ages.

Just to clarify by module|plug-in meaning shopify app, or do you need a module for something like node.js or plug-in for some other system?

I honestly don't know. Basically whatever method makes it happen in the
easiest way for us to do. I'm not a developer so apologies for not knowing
the correct terms.
