Customisation?

Hi,

We are a uniform supplier to businesses.  There is an upcoming tender that has a specific request for online ordering that is not standard and I am investigating if there is a way to customise a store to be able to meet the requirement.  We would be setting up a dedicated store for this contract.

Each staff member is given an allocation to spend on uniforms.  Anything over the allocation they have to pay for the purchase themselves.  The allocation is by garment type/catagory (ie: 3 x tops, 2 x pants, 1 x jacket) and staff members may have different allocations depending on how many hours they work.

Could an app be developed or a customisation made to a store to meet this requirement?  We have been quoted on developing a customised website from scratch (using Magento) but the cost was prohibitive so I am looking for a less expensive solution.
