Customise Cash on Delivery option

Hi everyone,

I am working on a store that is asking for a feature that's not available, not sure how to go about developing it and appreciate your input -- you can also propose to develop it.

We need to be able to set a custom price for Cash on Delivery option:

• Identify the payment method, and if it's CoD check the location,
• Identify the location the product is being shipped to, and if it's a specific one charge an additional cost.
• Additional cost to reflect in customer invoice and backend

For example:

- Customer checks out using Cash on Delivery payment method
- They set their country and city
- They see a price added to their invoice: Cash on Delivery: USD 20
- The cost is later to be reflected in the invoice but also in Shopify backend for our records

Is this even possible to develop for Shopify? how much would it cost and how long would it take?
