How much to build a simple store

Hi 

I'm looking to get some costs for a client to build a simple store selling flowers and bouquets which would also include stock management, and tiered UK shipping costs, including national couriers (DHL etc) and local single man couriers, with tiered delivery costs based on a specific region. The customer must be able to pay online or collect and pay on collection. What would be a reasonable cost for this kind of store? It would be start off simple, then give the client the knowledge and tools to manage it themselves with occasionally support if required. Thanks in advance
