Looking for an ad-hoc collection page template build

Hello!

We use the Minimal theme for our store. We're looking for a collection page template to use for our brand pages on thecooksmarketplace.com.  It would sit within the existing header and footer and be built along the same lines as this page - http://www.cutleryandmore.com/staub where:

1. top section would feature a clickable hero around 600x300px, a textbox and a clickable promo feature(manual)
2. second section would have a strip of Shop by Color options
3. bottom section would hold up to 16 250x150 tiles in rows of 4 by 4 columns and a text bar at the top to describe each tile.  These tiles would be clickable and go to separate collection pages.

Our budget will only allow $200 for this project.
