Looking to a consultant to build a template

Friend is launching a new ONE PRODUCT e-com site.  

Specs:

1.  A few "About" pages including images and videos.

2.  One product page with a carasol image viewer

3.  mailchimp form integration in the footer.

Design (both desktop and mobile) is done.  All assets will be provided.

Need a consultant to impliment a shopify theme.

Budget:  less than $3,000.  

Timeline:  implimentation in 1 to 1.5 weeks.
