We're actively working with banks to bring card present support for Shopify Payments to Canada. It's on our short-term roadmap, and getting it out the door is a top priority.
Just a note that you don't need to use the credit card reader in order to use Shopify POS. We already have many people in Canada using Shopify POS with an external chip and pin credit card reader provided by a bank.
