Billing API

We're currently trying to add Shopify Billing API to submit our app to the Shopify marketplace, but we cannot find enough instructions on this. We are checking https://shopify.dev/api/admin/graphql/reference/billing/appsubscriptioncreate We're checking the GraphQL Billing API.
Could you please help us with it? Do you have any detailed, step-by-step tutorials? The information provided is not enough, unfortunately.

The most important question is: Can we configure the API in PHP?

This forum section is related to the Shopify's Subscriptions APIs. Have you looked into this forum section: https://community.shopify.com/c/Shopify-APIs-SDKs/bd-p/shopify-apis-and-technology? It's more general section about Shopify's APIs and it seems there's multiple posts related to the Billing API in it. Maybe you can find answers to your questions there? If not, feel free to open a new post there.
