Can you confirm if you're using an app to build out your pages or if you're adding these images another way?
If you're trying to create a page (not a theme section) you can use a code to add links to images. I've pasted the format of the code you can use for images with links below:
<a href="link URL goes here"> <img alt="alt text" src="image URL goes here" width=xxx" height="yyy"> </a>
If you're using a theme and you're modifying it through the editor in Online Store > Themes > Customize then you don't have to worry about adding links since the theme should already have the ability to show featured products/collections on the home page with links to product pages.
Normally you can find a "manual" for the theme you're using to check this. You can find this by going to Theme Settings in the editor. Here's a screenshot of the link you should see on the bottom of that tab:

For file URLs like images, you can use the given URL from your own personal cloud storage. Alternatively, you can upload and store them in your account admin under the Files section. We've got a guide on how to upload them to this section and how to view the link it automatically creates when you upload.
