CSV Product Import doesn't link variants to the variant image listed in spreadsheet.

I'm working on uploading a product catalog and have identified and listed links for the product and the variant images.  But when the products import the images show up in the media box but do not link to the variants themselves and then I have to link those in a second step.

Can someone let me know what I might be doing wrong?

I'm attaching an example of the csv file that I'm uploading as a example.
