Can tags query all content on the site?

Hello! 

I work at Maps.com. I'm trying to create something that would exist like a "travel guide," so when you type in a place the site returns a page with all content relating to that place: items for sale, blog posts, etc. The easiest way I can imagine to do that is by adding a tag (like "Venice") to blog posts/items for salle relating to Venice, and then generate a URL that's something like maps.com/tagged/venice. Is this possible? 

It would also be nice to just organize blog posts by tags, too. There are multiple blogs on the site, but is it possible to do something like maps.com/blogs/tagged/venice? And then that URL pulls all blog posts, no matter which blog it's on, relating to Venice?
