Sorry to hear you are having a problem with the Facebook sales channel, we see this come up a bit. This is not a Shopify issue, the Terms of Service page and its management are all on Facebook's end. However, I know you say you have tried to prevent the cross tracking but have you done it this way? Can you confirm with a screenshot on your end?

Once those settings have been updated, you need to restart your browser and retry connecting your Facebook account. This has worked for almost everyone so if it is not the case for you, you will need to speak to Facebook directly through their business support centre.
