Inventory Import CSV Not Working - According to Shopify

Anyone else having issues with inventory import using CSV file? Made several attempts and inventory import (using CSV) is not updating. Confirmed with Shopify support the file format is correct, import process is correct, and everything should work. I even got a confirmation email. Shopify support says there is an 'ongoing issue' with CSV file imports for but they did not add it to Status because it only affected 'some stores'. Not sure how many 'some' is. Maybe someone has figured out a workaround for this. Perhaps UTF-8 encoding variable, using Open Office, etc. Any help would be greatly appreciated. Thanks
