Is it possible to generate a new Shopify store entirely from Shopify’s APIs?

I’m wondering whether it might be possible for me to generate a Shopify store from a template of my own making and to populate that store on the fly with products of my own choosing. I’m not interested in using third-party solutions. I’d like to enable my customers to simultaneously create a Shopify store and stock it with inventory I provide. Ideally, I’d like to simplify the store creation process by having them interact with my site/platform but having the e-commerce capabilities be facilitated via the Shopify platform. Do Shopify’s APIs allow for this sort of thing? Hopefully, this makes sense.

As far as I am aware that's not possible using the Shopify's APIs. 

Theoretically it's doable via software automation using something like Selenium, but you need to double check whether it's actually legal, if I had to guess I'd say it's not.
