Offer Free Shipping at check out if a customer already has an order that is unfufilled.

Hello,

I do live sales on stream, and what often happens is that customers will place multiple orders. They get charged for shipping with each order. I would like to make it so that when they go to place their second order, they get the option for free shipping or (ship with previous order). 

I think you can do this with shopify+ using the script editor, but I only have regular Shopify.

I do not want to do this with a coupon code, or with a plug-in that cancels the order and creates a new one. Does anyone have an idea of a technical approach I can take?
