Out of state customers accidentally choosing pick-up option

Hi, 

 

We are a local bicycle shop that sells mostly online. We do offer pick up for local customers but out of state customers constantly accidentally choose the pick-up option (or maybe it defaults to that) which creates a lot of work for us trying to collect shipping cost and circling back to old orders. 

 

Is there any way to make pick up an option only for customers who are in a specific geographical range or somehow make it clearer to customers?

 

Currently, the shipping option reads "Pick it up at ______ (call us when you're inbound)", which seems awful clear but the problem persists
