Quantity breaks - is it possible to achieve with liquid or App is a must?

I'm looking into creating a very simple quantity breaks functionality for a newly created product template.

Wondering, whether it's possible to create quantity breaks by using the theme liquid files or this can only be achieved by creating an App?

Can you please explain what is meant by quantity breaks? Are you saying about different increments for quantity or you talking about adding fractions?

Basically, users should get different discounts based on the number of items in their cart.

Ex: let's say someone adds two protein shakes into their order, this makes them eligible for a 10% discount which is reflected in the cart page.

The same goes for 3 protein shakes and 15% discount and so on.

Discounts should be applied per-product and not for the total cart value.

Any advice or directions are highly appreciated (where to begin? can it be done with liquid? js? app? etc)
