Restrictions on SKUs (not based on zip code, but based on bundling)?

I'm looking to build new SKU offers in my shop that are only available with the purchase of another SKU. But don't want to necessarily have them just be listings as bundles (I'd like the additions to have their own imagery and explanations). These are alcoholic beverages for pickup, but given restrictions, can technically still only be purchased with the purchase of food. Is there a way to do this?
