Shipping selection agree to terms box or pop up in checkout

I have had a lot of customers emailing asking why their International Surface orders are taking so long. Even though I have detailed information for what to expect in the FAQ, I'd like to be more up front about the Surface International option.

Is it possible to add a pop up or a selection box that is required before proceeding with the order when they select International Surface that tells them how long it may take and that it doesn't have tracking, so they're aware of it beforehand?
