You may see an onboarding message that states, "You need admin access of the Page you're trying to connect. To transfer this Page, make sure you're the admin of the selected Business Manager and the admin of the Business Manager that owns the Page."
The error indicates that this is a permission related issue and will require that you follow the steps outlined in "Business Page Permissions."
