I've got a carrier services app, that doesn't seem to provide shipping rates to the checkout cart in shop pay. I see the call to made to the api, the api responds in less than 3 seconds (2.2s on avg). What is the timeout? Is there anyway to increase in on a shop level?
After some trial and error, I found out the issue is with the "phone_required" field... if it is set to true, the rates will not appear.
