Why paypal express checkout isn't showing on the checkout page ?

Yes, I have tried different browsers. Going incognito, signing up on PayPal first and then shopify! Using same email address, same location I have on PayPal! Nothing has worked so far!

My developer suggest to follow these steps:

 

One suggestion I found is going to PayPal and deactivating Shopify from there, then go back to Shopify and try to connect it again:
