The error occurs because Shopify is not seeing all required permissions enabled which can prevent you from connecting to the Facebook channel.
During the onboarding process, please ensure every section is set to "on"as seen here (or below) so Shopify is granted all permissions. If one item is unchecked, it can result in an error, so ensure everything is checked; even accounts you do not intend to connect. This includes the Instagram account permissions (if you do not have one, you will need to create one).
