What do you mean by the product does not go to customer? Did it not ship out or do you sell a service or an e-product?
@Msshudson Reach out to Shopify Support and see what they say why your store was shut down. I don't believe this reason is how the store can be just shut down, but speaking with them further should give you better insight

He cannot complaint complain anywhere. Ordering and Refunding is very common in ecommerce business.
