Any certificate is needed for Russia E-shop reseller?

We would like to know any resale certificate is needed for a local Russian to open a E-shop. We heard about GOST R and EAC, but we are not sure is that all what they need. It will be bad if Russian reseller is receiving our product in a high cost.
