Does Shopify handle sales tax deductions from each sale?

Shopify take a “refund” deduction from each sale for the sales-tax. This amount is not in the payout balance, does it mean Shopify is responsible for the sales-tax submittal? If not, where does this amount go to? The merchant is responsible for all sales-tax, can the merchant write this off with the record on Shopify that Shopify is holding this amount?

I am having same problem.  Just noticed this on my draft orders. I was paying tax into my tax commission and now I see this so I guess I have been paying double? Very confused.
