We are in the EU and sell products business to business and to private individuals. For our EU customers, we need to implement EU VAT reverse charge, i.e. based on a valid EU VAT number the VAT should not be charged. How can this be implemented in Shopify?

It depends on your plan. If it is Shopify + then you have an inbuilt solution for it, for other plans you need to install an app (Sufio is one) which would allow you to make more or less automated B2B transactions. Technically Shopify is not built for B2B and as such only workarounds work .
If you do not want to spend money on the app you also can always make a manual order to your B2B customers and make such clients as tax exempt (invoice with reverse VAT and EU sales list is another story) . Hope this helps

Sufio's invoicing app can provide you with a tax exemption solution, which will allow your customers to enter their VAT number, whereby we will validate it and mark the customer as tax exempt.
Our tool can be placed on either the Cart, Customer Account or Customer Registration page and in the very near future, we will also be able to support Shopify's new extensibility feature so that it can be placed on the Checkout page.
