How can I automate tax exemption expiration notifications for customers?

Is there a way to automate customers Tax Exemption indication upon it expiring? For example, in the state of Florida, everyone's expires 12/31 every year, is there a way to select multiple customers and remove the tax exemption all at once?  Or is this something that can be developed or added on to Shopify?
