How can I select multiple countries in the Tax overrides section?

Hi everyone, 
I'm trying to create a Tax override for multiple EU countries based on a collection. 
My problem is that I can only select Austria (where the shop is located) and not other countries - screenshot attached. 

How can I select multiple countries?
