How can I set state-specific sales tax per item in Shopify?

We have several items from a specific vendor that need to have taxes charged in certain states only - for some reason google cannot find an answer and continuously goes to lowest common denominator and thinks I want to know how to implement taxes.

So for Item #1 I can obviously set "Collect Taxes" or do not. And in the tax settings I can set which states to collect taxes in. But in this case I want to collect taxes if the product is ordered in California or Florida (because they are shipiing from those states) but ONLY FOR THOSE ITEMS. So it cannot be a overall setting - it needs to be per item. Is this possible within basic Shopify OR with the help of an add-on.

This would seem to not be a unique circumstance but we cannot easily find the answer.
