Hi there,
I am wondering if it is possible to set up a reduced VAT rate for certain products. For example in Ireland prescription glasses sold by an optician can be sold at a reduced rate of VAT (11.5% vs 23%)
I can't seem to find a way to set a VAT rate of 11.5% for specific products, is this possible?

It is very easy. Create a manual collection in your products menu (manual not automatic!!!) for all the goods that are subject to reduced VAT.
Then make shipping and products overrides , or just product override for this collection for respective countries. You set the rate manually for overrides
It all obviously presumes that you collect taxes for the country in question and that the goods are set as taxable in your catalogue.

@Rostislav has explained this well in their post. You can create a manual collection for the purpose of a tax override, and when the override is applied, all products within the collection will be taxed at the rate that you set.
In my test store, I went ahead and created a shipping zone for Ireland and then a manual collection for prescription glasses. I was then able to create an 11.5% tax override for that collection for sales made to Irish customers:
Once this override is added, a customer in Ireland would only be charged 11.5% VAT on items in this collection when they check out as opposed to the default Irish VAT rate of 23%.
