Is partner app earning subject to US government tax for non-US resident

As title, can anyone know the answer? Is the partner app earning get paid from US or Canada?

At last, I sent an email to partner support. Their answer solved my question. Shopify is a Canadian company. The tax subject to Canada. It was described in Partner Program Agreement https://www.shopify.ca/partners/terms.
