'It’s a good time to register for sales tax collection' notification won't go away!

I am having an issue clearing this notification! When I first set up my store I accidentally set the location to a country in Europe after I already set up the taxes. I then changed it to US (where I live) and when I click on register on the notification it brings me to a page that says "There’s no page at this address" and in the taxes and duties tab it just shows European Union and Rest of the world as the 2 options. What can I do to make this notification go away it is very annoying and seems no matter what I change in settings it just won't go away.
