Mixing taxable and exempt items in cart, for Pennsylvania

For orders shipped to PA, apparel and the shipping for apparel are tax exempt, unless the order also contains a taxable item (such as a backpack), in which case the entire shipping fee is taxable for the whole order. Having difficulties figuring out how to set this up in Shopify using the sales tax overrides.

Anyone solved this?
