Need to charge tax for products from a California warehouse?

I have a warehouse in California with stock, if I set a US location, do I need to charge the buyer tax? What taxes need to be charged? What percentage is charged? I've looked at many shopify's help documentation, but I still don't get it.

I have set a US location, will I be penalized if I don't set the corresponding tax rate? After I set up and activated the US shipping location and added inventory, the buyer side does not show that they can choose to ship from the United States. Is it my setting wrong? Will the "location" be displayed on the buyer's side and the buyer can choose the shipping place?
