Sales tax included

We are new to Shopify and setting up our store.  We are in test mode and ran our first test transaction.  It is showing the tax was included in the price.  In settings we have the box unchecked that says all prices include tax. Is it just doing this because we are in test mode?  If not what are we doing wrong.  I don’t want to go live until I get this fixed.
