Same price different VAT

Hi all, 

I have been able to configure my prices and store settings so the VAT is getting calculated correctly. 
however I am wondering if it possible to achieve the same prices for every country with the VAT included? 

for example Netherlands product A costs €20.00 including 21% VAT. In Germany this product will also cost €20.00 but with €19% VAT included.
