Setting up and collecting tax on products in the EU that are zero rated in the UK

Hi,

I recently switched on the EU as a market for selling our products. 

We sell some products that in the UK are zero rated for VAT, but in the EU we need to charge VAT. When an order is made from the EU, Shopify is not charging VAT on the product.

How do we set that up correctly in Shopify?

We are on the basic plan.
