Tax exempt for non EU customers

Is it possible to sell without tax to non-EU customers without thinking the Global Setting box 'Include or exclude tax based on your customer's country'?

We disabled this setting because it showed different sales prices on the webshop if there were different VAT rates in the EU countries.
But I would like that within the EU the sales prices are the same and then in the check-out the VAT amount changes according to the correct VAT percentage in the country.
And that for consumers outside the EU or consumers who are classified as tax-exempt via Sufio can checkout the product without VAT.
