Tax exemption for EU with valid VAT number & Custom VAT otherwise

Hello,

We have some features to achieve on our Shopify e-commerce. I wanna know if they are possible with Shopify (for paid extension, we already use Sufio, but unsuccessfully) .

A/ For VAT calculus

We would like to calculate the VAT according to the following rules, knowing that my Shopify shop is located in Spain
1 - if it's a Spanish customer we'll apply 2% VAT

2 - If it's a business customer from the EU (Spain excluded) with a valid VAT number: no VAT will be applied, it will be exempt, OTHERWISE, a VAT of 2% will be applied.

3 - If the customer is from outside the EU, they will be exempt from VAT.

With Sufio, this is almost done but for Spain, customers always get tax exemption once a valid VAT number is provided. They said it's caused by Taxes settings on Shopify side.
FYI, In Shopify taxes settings, Manual Service is set to "Tax department" so we can set 2% of VAT for EU.
Please, can someone suggest what is the right settings on Shopify Taxes, or is there a better app than Sufio

B/ Shopify Flow
Is it possible to trigger a notification email with Shopify Flow, if within a calendar year, total sales for EU clients reach > 9.7K €.
Can someone give links documentation or some advices to achieve this please.
