Tax is Calculating but not being charged

During checkout I'm showing that taxes are being calculated (using Shopify tax calculator) and showing up in the cart, however they are not being charged as part of the total when the customer pays (see image attached).  What am I missing?

I just started charging taxes and had a big sale! I didn't realize that this happened to me too! Did you ever get this issue resolved? Thank you for your time.
