Tax over rides

We would like to add / edit tax overrides for my collections (In India), but after creating the collections like "Tax Collections 5%, 12%, 18%" in the collection section under products.

Still we're unable to select the tax collection in the Tax override editing page, the above said collections is not visible in the tax override page.

Can someone help us in this regard.
