Tax region - no shipping zone but still displayed as not collecting

Hi there

I have set up a store for a customer and during the development/testing we had the default location in Romania and also a shipping zone there
Now we move to production and we have changed the store location to Canada, also deleted the old Romania shipping zone and set up Canada shipping zone
But I can still see Romania as a Tax region under Settings/Taxes (setting up the tax to zero just changed the text to Not collecting)
1) Is there a way to remove it from this list ?

2) Having the store located in Romania for developing/testing will have any later impact on the production store ?
