Taxes Not Showing Up?

How can I effectively test a purchasing going through at my own store? Right now I think I have the sales taxes set up properly, as far as I can tell, for US. Company is based in Washington State. I am located in California. When I try to go through the checkout process, its not adding any taxes to the purchase. What's going on?
