USA company reclaiming UK VAT but using a UK fulfillment center

Hello All,

I am hoping someone can answer this question. I am a US based company and my product is made in the UK. I am using a UK fulfillment center to ship to customers. 

My manufacturer is charging me UK VAT since they are delivering to the UK center. About 95% of my orders will ship outside the UK. I am VAT registered and I charge UK VAT for UK orders.

My question is, can I reclaim the UK VAT since they are targeted for export?
