Who else orders are refunding the sales tax amount for majority of orders ?

Multiple orders for our store are showing Shopify first charging full amount include sales tax being charged and then Shopify refunding and showing new amount leaving us to cover what was supposed to be collected at checkout. Please explain Shopify or I will be forced to escalate because this has already cost our store.
