Why are customer tax exemptions suddenly not working?

For a long time we've had setup various Customers as "Tax Exempt" through Customers > Manage > Manage tax exemptions > unchecked "Collect tax" .... however, recently those Customers are being charged tax. As if the "unchecked" box on Collect Tax had been reset side wide.

Has anyone else ran into this? And does anyone know of a way to avoid this in the future through templating adjustments or coding through the problem?

Yes we have that problem. Shopify currently unable to fix and cause us huge problems
