Why can't I download customer payment invoice documents?

I am unable to get customer payment invoice documents, needed for accounting/

I have gone to Setting/ payment/ view payment.

There is a Document tab, but it comes up with following message:

Download documents

If payouts documents become available, you will be able to view and download them here.

What do I need to do to be able to download them?

Exporting the file is not sufficient

Do you have the lowest subscription?
